Project Rehab.

Project Rehab is a free community-based initiative that identifies property owners and guides them through the process of restoring their distressed real estate. Working in collaboration with local community groups and the City of Philadelphia, University City District established Project Rehab in 2011 in order to transform problem properties into neighborhood assets.

Vacant Properties Impact Communities

Despite University City’s growth, vacant and deteriorating properties continue to harm neighborhoods, attracting crime, creating safety hazards, and lowering real estate values. Philadelphia’s struggles with vacant parcels, especially in West and North Philadelphia, highlight the challenge. As properties fall into disrepair, they affect entire blocks, burden the City with high costs, and prevent neighborhoods from reaching their full potential.

A Variety of Challenges for Owners

Properties can become distressed for many reasons, such as economic downturns halting construction, unintentional title transfers within families, or a lack of knowledge about code requirements. Once a property declines, it can overwhelm the owner and put neighboring buildings at risk. Project Rehab helps bring these properties back to life, working with owners to achieve their vision for a home, rental, or sale.

Our Process

How Project Rehab Works

Project Rehab follows a clear process to assist property owners. First, we monitor and identify distressed properties through surveys, community input, and collaboration with the City. Next, we identify property owners using online research, community interviews, and partnerships with government offices. Finally, we work with owners to develop a tailored course of action, offering support for financing, rehabilitation, sale, zoning, or conservatorship.

Tailored Support

Helping Owners Revive Properties

Every property and owner’s needs are unique, and Project Rehab offers free services to help. We assist with financing packages, connect owners with licensed contractors, guide sales through a network of realtors, and navigate zoning processes with local attorneys. In cases where no owner can be found, we work with nonprofits to redevelop properties using Pennsylvania’s Act 135 Conservatorship Act.
